Description: Official DatasetPY 2017 and following until city boundaries involved change. City boundaries provided by Harris County Appraisal District (HCAD). Dataset modified by engineering Dept. GIS 6/5/17.The 57 Harris County Target Areas are built up from qualified low-mod block groups within the Harris County Service Area. Target Areas are located fully within the Harris County CSD Service Area and so do not include any land that is fully-incorporated in the City of Houston, Pasadena, Baytown, or a few others that receive their own HUD-funded entitlements (no double-dipping). They were selected because they are primarily residential areas where 51% or more of the resident people were of low to moderate income (80% of the county median income or below), and each target area can self-identify as a community. To make income determinations, HUD ran a special Census tabulation in 2014 at the block group level using American Community Survey 5-year data 2009-2013 data, similar to former "long form" sample data. These areas may be expected to change if HUD decides to reevaluate in five years when an entirely new set of ACS data is available for the process of defining target areas, most likely around 2019. Robert Reamer (202-402-5745) was the person at HUD who appears to have made the decision about how to apply ACS data to inform areas qualified for Low-to-Moderate Income Area Benefit.Target Areas lay coincident with 2010 U.S. Census Block Groups and fully incorporated city and Harris County lines as currently described by HCAD. Harris County Target Area spatial data is colored in solid Flame Red with thin black outlines, 40% transparent and/or diagonally hatched in similar colors when applied as an overlay.
